A freestanding tub has nothing to hide its plumbing behind. The drain comes up through the floor exactly where the tub sits, and a floor-mounted filler stands on its own — so the rough-in has to be right to the inch, months before the tub arrives.

With a freestanding tub, the drain and the filler come out of the floor. In a Florida slab house that means cutting the slab, setting the drain riser and the filler rough-in plate, and getting both in the right place relative to a tub that is often not on site yet.
The rough-in plate sits on adjustable legs so it can be brought exactly to the finished floor height once the tile build-up is known, and the drain riser is capped and tested before the floor closes. Get the position wrong by an inch and the spout misses the rim.

Everything on that floor is set against a height that does not exist yet — the finished tile. That is why we want the tile build-up and the tub's own drain position before we cut anything.
A floor-mounted filler stands beside the tub and needs its own rigid rough-in — it takes a sideways push every time someone leans on it. A wall-mounted filler puts the plumbing back in the wall and the spout over the rim, which suits a tub set against a wall.
Both end the same way: the tub is filled and watched before the bathroom is called finished. The Clearwater tub on this page was photographed during exactly that fill.

A floor filler gives you a tub that stands away from the wall; a wall filler keeps the plumbing in the wall and costs less floor work. Both are on this page, both work — the tub's position decides.
