What Is Under Your Shower Floor — and Why It Matters

Short answer

Tile and grout are not waterproof — water gets through them by design. What keeps it out of your floor is the shower pan liner: a sheet membrane under the mortar bed, turned up the walls and joined watertight to the drain. The Florida Building Code, Plumbing names the materials and the details: PVC sheet to ASTM D4551, solvent-welded per the manufacturer, turned up at least 2 inches above the finished threshold, sloped to the drain — and the finished liner flood-tested before it is covered [1].

Why the tile is not the waterproofing

Grout absorbs water. Tile joints move. A shower floor is a wet surface with hundreds of joints in it, and the honest way to build one is to assume water gets through and to plan where it goes.

So a traditional built-up shower has two layers that matter: the visible one you stand on, and the membrane underneath, sloped to the drain, that catches whatever passes through. The drain is designed for this too — a clamping-ring drain has weep holes at the liner level so water that reaches the membrane can leave [3].

What the code actually requires

This is one of the places where the code is specific, because failures here are expensive and invisible for years. In Florida, a floor under a shower that is not a prefabricated receptor must be lined and made watertight; PVC sheet must meet ASTM D4551 and be joined by solvent welding to the manufacturer's instructions, and chlorinated polyethylene sheet must meet ASTM D4068 [1].

The details it names are the ones that fail in practice: the liner turned up on all sides at least 2 inches above the finished threshold; never nailed or perforated less than 1 inch above that threshold; pitched a quarter inch per foot toward the drain; and fastened to the drain so the joint is watertight [1].

Liner makers ask for more than the minimum. One 40-mil PVC maker's instructions say to turn the sheet up the walls at least 6 inches above the finished floor, to fold corners rather than cut them, to fasten only half an inch from the top edge, and to bond the liner to the drain body as well as clamping it [2].

The corners are where showers leak

A flat sheet cannot turn a corner without being folded or joined, and every fold is a place to get it wrong. That is why our photographs show corners either preformed or carefully folded and welded, and why the liner is taken well up the wall rather than trimmed at the curb line.

The second place is the curb. Water runs along the top of a curb and down the outside; the liner has to go over it and be protected from every fastener that comes later. That is why the code forbids any nail or hole in the liner less than an inch above the threshold [1]: a nail there is a leak that appears a year after the bathroom is finished, in the room next door.

The drain is part of the waterproofing

A clamping-ring drain is two pieces: the lower body connected to the trap, and the ring that bolts down over the liner. The liner is cut only at the drain opening, laid over the body, bonded to it and clamped — the code asks for a watertight joint at that point, and the liner maker says how to make it [1][2].

The weep holes in that drain body are not optional and must not be grouted solid — the model plumbing code says in so many words that they must be protected from clogging [3]. They are the path for water that reaches the membrane; block them and the mortar bed stays saturated, which is how a shower starts smelling and how tiles start letting go.

What you can check before the tile goes on

This is the one stage of a bathroom where a homeowner can see whether the job is right, because after tile nobody can. Ask for photographs of the liner before the mortar bed, and look for: liner turned up the walls well above the curb, corners folded and welded or preformed, no fasteners through the liner low down, the drain clamped down evenly, and a flood test.

The flood test is written into the code: the drain is plugged, the pan is filled with water at least 2 inches deep at the threshold, and it must hold for at least 15 minutes with no sign of leakage [1]. The liner maker we cite asks for at least 24 hours [2]. Our pans are flood-tested before they are covered.

What this means in Tampa Bay

Slab houses make shower leaks slow and expensive: water that gets past a liner soaks into the slab and the wall plates and shows up later as a musty smell or ruined baseboards in the next room.

FAQ

Do I need a liner if I use a preformed acrylic base?

No — a moulded base is the waterproof pan. A liner is for on-site built-up floors, which is what most tiled shower floors are.

Is a liquid-applied membrane as good as a PVC liner?

Both are allowed. The Florida code lists PVC and CPE sheet, sheet lead and copper, and bonded sheet or trowel-applied membranes meeting ANSI A118.10, each installed to its maker's instructions [1]. What fails is mixing systems or improvising at the corners.

How high should the liner go up the wall?

The code minimum is 2 inches above the finished threshold on all sides [1]. Liner makers ask for more — one asks for at least 6 inches above the finished floor [2] — and we take it higher than the minimum while the wall is open.

What is a flood test?

Plug the drain, fill the pan at least 2 inches deep at the threshold and leave it — at least 15 minutes by code, longer by the liner maker's instructions [1][2]. If the level holds, the pan holds.

My shower smells musty and the grout is dark near the drain. Is that the liner?

It can be — a saturated mortar bed or blocked weep holes behave exactly like that. Worth looking at before you re-grout again.
